Won't let me submit ticket to report a player's highly offensive username

According to the Universal rules, I'm not supposed to call out summoners here and report them or it will serve as a "witch hunt." I'm here leveling my smurf and have seen this player and their highly inappropriate and offensive hitler-related name many many times. I have reported them every single time yet they are still here. I wasn't able to submit a ticket, which is what the "universal rules" page said to do, because it said the proper place for feedback is the forums. It won't let me report on the forums because it's against universal rules. It says if you have a serious need to report a player for inappropriate behavior, submit a ticket instead.

So here I am following your circular reasoning like a fool. I will post this every single day until he is forced to change his name. All subsequent posts will include the summoner's name.

I'd also highly recommend that you let us submit feedback in a more private setting, as it is currently impossible to submit feedback outside the boards.
