Is it me or Bard is dealing way too much damage with too little AP?

Q and AA his only source of damage so it's gonna scale strong. Idk what u suspect.

Depending on the situation the Bard might build AP within his kit, and when he collects his chimes it gives him some AP. Also he can outburst apcs shortly, not entirely outdamage them.

Im more concerned with his stun bypassing Spell shields to be honest

He needs magic pen to do damage not ap, infinitely scaling base damage on meeps and decent base damage on q.
