If you look at champion.gg plat+, Vel'Koz is currently at a 49.52% winrate and a 1.16% playrate. I know his winrate is just a tiny bit under 50% but both his winrate and playrate have been steadily decreasing over time. Is it time to buff Vel'Koz?
If it is, I'd suggest raising his Tectonic Disruption's (E) suspension duration by .25 sec from .75 sec to 1 sec.
Get Vel Koz out of support, and then we'll talk.
I play a lot of Vel'koz, but for this season my death rate increased significantly compared to other seasons because of the meta changes.
You cant just buff velkoz. He is way too strong as a support. He will need changes that make him a less viable support first.
Ziggs is worse
He absolutely does not need a buff. He's not popular for the same reason other artillery mages aren't right now.
Forcing champs to be popular via buffs is not healthy for the game.
