Dodge voting

Didn't ever happened to you when you were in champ select that some idiot would decide to troll because so?And you knew that you're gonna lose that game why bother playing a minimum 20min game and waste so much time and ~15LP.The only option is to dodge,in which case you get a penalty.Why doesn't league make an in-game voting system which if at least 3 players vote YES to dodge you can cancel the match w/o any penalties?
