Twisted Fate Jungle

I played a Low Elo match here the other night with a TF jungle. At first everyone flamed him except me because I knew if he could pull off getting threw the jungle his map presence with ult and teleport would be great..

My question is at high elos does this still work or is he easily countered.

I ask because I want to start trying this my self but not if its something that only works in low elos like a Nasus Jungle would.
