If someone on my team highlights zoe i cant ban or they will run it down
But if i dont ban then enemy team gets it and most games the enemy team has zoe is a ruined game. Feels hopeless

Ban them, appologize by saying didnt see
Vs. Zoe you need more divers and tanks, less squishy assassins and supports.
If you are losing to Zoe it's because your whole team is too squishy or too immobile.
Just ban it anyway, tell them you just came back from toilet, didnt see the hover,

That's not a bad idea, but I'm not sure it would solve the problem you are facing. If they don't know who did it they may assume the whole team is against them and they might int further.
If they are low in the pick order then just ban it, explain that you don't want the enemy team to get it, and if they int just report them.
It depends on you skill knowledge, and how you know how to play against her. :)
