Vi can deal a bit more damage at the expense of a bit of tankiness, but brings a lot more CC and imo a much better ult. Jarvan can still do respectable damage but with a heavier focus on durability and utility.
Between the two its largely up to you. Do you prefer heavy aggression or damage soak?

Nahui1 votesHe has better team fight capability. You can lock down more than one person, unlike vi. However they can mobility out, but more often than not, they can't. However, Vi's ult is incredibly nice.
