QOL buff for bard

Meeps already don't spawn under enemy towers, they spawn under Bard. The exception of course is if Bard himself is under an enemy tower - then the Meeps do spawn under them.

You're probably talking about his Wanderer's Call Chimes. Chimes will spawn randomly in a growing area around you over time, and while it is annoying to have to brave the enemy turrets to get that one Chime to level up your passive, it is also fair. Bard shouldn't have free access to all the Chimes on the map, because, with the exception of River and enemy Jungle sections of the map, it's all too easy for Bard to collect his Chimes.
