Option to use any champion/skin in the practice tool?

Seeing as the practice tool is primarily for testing things out and it's not even a real gamemode, I'm thinking it should be possible to try out the feel of a champion or the look of a skin prior to paying for it. You wouldn't be allowed to use all champions/skins in any other gamemode unless you owned them, of course, but you could take them for a test drive in the practice tool prior to buying them.

This would also make the game more noob friendly because the players who have spent years playing and own every champion have a huge advantage over new players because we can't go in practice and see how those champions work.
