Can Talon's passive work on Large Monsters?

I like that Riot is promoting Ekko jungle so I want Talon jungle to be more viable because of the fact he can jump over walls with little cost is a very interesting mechanic on a jungler that can make for some unpredictable gank paths and invades. If LeeSin Kayn can have two abilities that can get over walls then it should be fair that Talon has 1 ability that can go over walls but the walls have a long cooldown so he can't get out the way he goes in. Like the Ekko change, it won't affect lane Talon but it will help him in the jungle by making his clears better. However, I do see how Talon jungle can be a bit unfair because he can even be more mobile than Lee Sin with his E being on a low cooldown and the jungle having a lot of walls. If it's necessary, then his passive would deal 50% or so less damage to monsters. Talon jungle right now is trash because of how squishy he is and if he plays against an aggressive jungler like LeeSin Elise, he's gonna have a bad time because they can invade him after his 1st or 2nd clear can kill him easily. This change will only help Talon stand a chance in the jungle.

Ekko jungle wasn't really the problem itself, it's that he was building tank and still outputting a lot of damage so they nerfed his numbers a lot which really hurt his jungle clear.

I'm pretty sure riot said that they don't want talon being a jungler so that's why he can't use his passive on large monsters.

You really, really don't want Talon going into the jungle and making clears in such a way that he'd be capable of still building his same assassin itemization.

If you want to take him into the woods, you should rightfully have to give up raw damage to get some lifesteal and armor against the camps.
