No, unless Riot throws some insane lore twist.

All hints point to him being the "bad guy" of the Shadow Isles. Before you ask, yes, there are some "good guys" in the Shadow Isles, most notably it has been hinted that Hecarim was originally a good guy before the king did his ritual.

For ranked, no. For normals, sure thing. I run support Morde in normals once in a while. Rush sightstone > cutlass > tiamat > gunblade I make him more of a sustained damage fighter rather than a mage. If your ADC is getting pushed in, you can use Morde's waveclear to reset the lane.
