Anyone else not getting key fragments?

I'm level 20 and so far I've only gotten 4 key fragments one day when I logged in, I've never gotten any fragments since then. I have like 2 chests to open, why aren't I getting fragments anymore? I missed the old system where you'd have a chance to get fragments after each game, now it just seems so random and elusive, one day you might log in and get 4, or you could go 2 weeks of playing without getting any. Any thoughts?
