It's Riven and Fiora's turn for the next 'wave' of nerfs in the top lane. Originally when Top was becoming more and more part of the meta a lot of champions were seeing the nerf bat. Zac, Dr. Mundo, Shyvana, Renekton, Irelia (lol so sad at this point :S), Darius, Rengar, Rumble, and Singed have all received balance changes to better suite them in the game, they all offered too much in team fights or were too strong on their own. Currently Riven and Fiora fit perfectly into this situation and I believe it's their turn to receive balance changes. Out of all the champions I named above, only Rengar has had the ability to do what Riven and Fiora can do, take on multiple enemies at a time and come out ahead before dying, but with the exception that his changes don't allow as much burst as he used to do.

Fiora actually seems fine at the moment, considering the fact she has not a single CC & her W is easy to juke.

Fiora maybe, her potential to crush a game if she gets a bit fed can be a bit overwhelming, but many champions have this power like Yasuo or LeBlanc. Riven is in a good spot currently. For a Fiora nerf? Maybe a bigger CD on her ult? Maybe making it so her ult doesn't proc the AoE damage with the popular item build?

To be honest, Riven will always be problematic as soon as she becomes viable. She's a xypherous champion after all.

I think for Fiora it just comes down to that damn Ult splashing damage all over your teams face. Are there lots of AoE ults that can drop pain on a team? Yes, but no one else gets to be invincible while doing it, there's no counter to it other than "don't group" which still doesn't help that much as someone is still probably going to die.

Riven....Riven is just...I dunno. I think her base HP is too high for how much damage she can dish out with minimal gear. Especially when you factor in she has free skills.
