I kinda feel like there are too many runes that are not used for this to really be effective. Maybe if you would get enough shards to craft a Mark, Seal, Glyph, or Quint, then you get to decide what specific rune under that classification you craft. Otherwise, the rate at which specific runes drop would need to be pretty common in order to have any actual value. Then if they are too common, you would have all of the runes in no time.
I could see them reworking the system in a way that something like this could work, but based on the way Runes, and Rune Pages are now, I believe we are better off just grinding for IP, then picking which specific one you want.
On this account I have the maximum amount of pages you can have (10 I think), and I have more than enough runes to fill all of them in different combinations.

I don't remember all of them off the top of my head to be honest, but there are definitely some that I don't even use, unless I'm just trying to have fun.
