So all hell breaks lose when adcs do good outside of bot lane

People don't like ADCs. They find any excuse to like them less. It's the same thing with Assassins.

One champion going to a different lane and doing good is less impactful than an entire class of champions going to literally evrywhere else and dominating everything.

And theyare nefing Rammus.

Rammus doesnt do well against AP tops especially

Also, I don't really see him fighting a lot of AP champions. He's usually a counter-pick for obnoxious stuff like Quinn top, and it's literally his job to stomp over autoattack-based AD champions. If he can't do that...
