I think it's not even worth the buy with the very little AP it gives you and the horrible scaling passive. It should not be costing more then Void Staff

Fisherman Fízz2 votes12 "magic pen" by level 9, 10% cdr, 60MR and 60 AP for 2750 is overpriced? You can't compare these stats to a voidstaff! It may give only 60 AP but the passive MR reduction gives you more damage, even more since you most likely rush this item and early flat pen is pretty good, not only that but 60 MR is quite a lot.
EDIT: just to add that it's one of the best items you can rush against AP Fizz, this will stop him from 100-0 you.

Quepha1 votesIt's one of the most commonly rushed items in midlane. It gives a bunch of damage and survivability in an ap vs ap matchup and it also serves as the best defense against an enemy mage that builds it.
