I already reinstalled my game twice for this to go away and it hasn't, its annoying and preventing me from enjoying the game YOU made (right now im unable to join queues for 30 minutes now because of this shit).

I've had the exact same problem and have yet to receive any response from riot. My problem is I've never ever ever lagged at all and all of a sudden I'm lagging for 0 reason ping of 10 and fps of 60 hmmm . I've submitted several trouble tickets and no response. None of the other games I play have any issues only league does. My advice would be play smite or heroes of the storm there better in different ways
Try this:
Open main page LoL. (for me, EUNE, http://gameinfo.eune.leagueoflegends.com/en/game-info/)
And try then. It kinda fixes few connect issues for both, logging in and disconecting in middle of the game.
Don't ask me why it works..
