What does Riot define as fun? (Concerning the Urgot rework)

So basically Urgot is "unfun" because he does guaranteed damage and slows you if he hits his skillshot (Isn't that the whole point?), which is like what almost every champion in league does. When summarized like this, I believe that almost every champion can be made to sound "unfun". Nami can also slow and damage you with 3 guaranteed hits and no counterplay, so why doesn't she get a rework to fix her "toxic" gameplay?

Like, what else is Urgot or any other champion for that matter supposed to do other than making things difficult for the enemy through damage and cc? Im genuinely curious to see what a more "fun" Urgot would be like. Because as of now I'm quite confused to what Riot considers fun.

I dont know how to completely express how I feel about this. The best way I can think of is that when I get hit by, say the nami bubble, it feels like it was partly my fault and it was a skilled cc on the enemy nami's behalf. When I get hit with urgot's charge and then instantly targeted by a missile he doesnt even have to properly aim, it feels like I didnt really deserve that barrage in the first place. It sort of feels clunky and not clear.
