It's the first attempt at balance... if this gets him to a good place they stop... if it isn't enough, they keep going... it's called "Testing".

Riot is still collecting data. Give it another patch cycle or so. At this point the patch changes should be fixed, so nothing really can be done until next patch.

How do you expect riot to balance him? Most of his kit relies on the opponent's actions. You would have to somehow buff the intelligence of the entire playerbase in order to fix him. Or just make him trash no matter what he does aka GD balance.

Sadly, the boards is not any different than GD. People would rather complain than learn a champion.
