Disconnects Lower Surrender Timer

Can this please happen? For everyone who disconnect on your team the surrender timer is reduced by x minutes so it's not always at 20? I don't mean like surrendering at 6 mins in because you thought people are not going to reconnect. If someone has been gone for 10 minutes + chances are they're not coming back. It's even worst if you play with premades who disconnect together and you're left in an uncomfortable 2v5 for 20 minutes. Or a chain reaction of rage quits that make half your team leave for no reason.

I know these types of disconnects are a small fraction of games but I think those small fractions would greatly appreciate it. I know the 20 minute mark is there to punish leavers from playing right away but it also punishes those who are playing for real, especially when you face an enemy team who insists on playing their 5s normally instead of pushing in a lane.
