Can relic shield execute minions at full health

Instead of having to wait around for the minion to be the appropriate health and get poked to death melee supports should just immedietly execture the minions or at least minions under 50% hp. If they dont want to push the lane too much then they can wait for lower hps. Waiting to last hit a minion with the relic shield proc, on top of trying to cc enemies avoiding skill shots and poke and adc damage just seems like a pointless hassle imo.
