Trolling... picking Soraka first post sorry about layout
Soraka is becoming a low elo only troll pick and needs buffing in my opinion. A lot of people dislike her and there are better supports and 450 IP champions. Her attacks can stay the same.

-> Passive is good as it is. Or possibly Soraka's heals remove all debuffs including scilences, snares, slows ect (discussed later) . Another is increased health and mana regen when close to an allied ward to help reward a support soraka.
-> Q a really slow skill shot that can be easily dodged good damage ... suggestions... Decrease the landing time... allow the landing time to decrease with cooldown reduction Give it a flat landing time of 0.25 secs so she can stay back and stay safe. give an armour and mr shred like the older star call allow landing time to scale with ap
-> W kills her self to heal an ally not as good as sona's heal who heals her self and provides a shield as well. she receives damage from other sources. star call's heal isn't efficient to keep her alive form people's damage and only refunds infuse's health cost. Remove health cost. (not really that necessary) (remove healing passive as well ).. (removes skill shes only 450 ip easy starting champion, though will not be as fun) remove mana cost (make it a health game) reducing health cost to 10% of current health (makes sure she doesn't have to sacrifice her self for an ally) or 10 % of her base health (allows her to build health) health cost for astral infuse reduces with ap or magic resist or armour (against adcs as a support) (magic resist when she fights mages) ---heals removes all debufs such as snares, slows ect. to measure up to other champons and vgive her something special shes the "queen of healers". sacrifices her health to remove a stun instead of heal op!!! sacrifice worth--- ---double the cool down and allow it to be self cast, casting it on an ally halves the cool down makes some decision making (I really like this one)--- ---- stack based at one stack heals ally at 2 stacks removes debuffs can be cast on enemies on 3 stacks can heal her self ect.
allow it to be cast of enemies sucking their health and healing soraka (good if she is alone or to be played as a mage) (possibly sucking their magic resist and armour) uses cooldwon so she chooses between offence and defence.
---give a passive to equinox as well increased movement speed for every champion hit by equinox (this could be placed under e)
soraka also provides increased heals based on her health not just her allies
not targeted since she hads a lot to think about, aoe heals surrounding allies like alistar (not really suggested)
-> E very long cool down and quite easy to avoid is hard to use to escape ganks... becomes a gank escape.. (blitz hook similar cooldown may more op) decrease the cool down!!! --- slows enemies that land on it--- ---reduce the zones duration to 1 second since people rarely get rooted. (scales by level) ( scales by ability power (0.25 seconds) stun instead of root prohibiting them form attacking reduce armour and mr of rooted enemies give soraka a movement speed boost. when enemies are rooted (like star calls passive) give allies a boost of speed on it as well as well as healing on equinox.
-> R good but could do better removes all debuffs (stuns snares armour reduction slows.) removes stacks (such as braums concussive blows bouncing blades mark of the assassin velkoz stacks ect.) (making them healthy) gives them a slight movement speed buff (not like sivir other wise copyright) give slight armour / mr boost. block currently incoming damage (by 50% or based on ap. (20 %) just as it is cast ( would require really good timing / map awareness)
These ides give her:
more offensive capability with offensive infuse and lower equinox cooldown more sustain with different costs for infuse greater utility (not just a heal that scales with ap while trying to get support items) depends less on ap with removal of debuffs allow her to survive ganks and not just feed make decision making not just heal heal but can choose to heal or get offensive. with offensive infuse better use / survivability in team fights with equinox stun and offensive infuse / healing her self / better stun and slow ehn she is chased/ removing defuffs better survivability with ganks wit stun/ movement boost allow her to be a well played high elo champion, make her move versatile like other supports
