I thought ryze was strong at the moment...Isn't this making him a bit stronger with his ult getting 30 secs off at level 1?

just hope they disable him until a further rework tho
Wouldn't it be a nerf if they didn't give him 30 seconds off an Ult that is already low cool down....seems like they just trade power spikes
It's a nerf. He gets his ult in exchange for his passive being completely gutted.
