Shen nerf but Vayne buffed???

Shen Base health regen decreased to 1.7 from 2

Vayne Tumble (Q) bonus physical damage increased to 30/40/50/60/70% from 30/35/40/45/50% of total attack damage.

This is a mistake right? I love Shen but I find he struggles alot with his only damage being from an auto with no range what so ever he isn't very strong as he had been....Meanwhile Vayne is fine and has no need for this garbage! GRRRRR VENT OVER!
