I thought I was Crazy at first when i saw it happen and I was mistaken when I saw Akali use her first passive proc to heal off a tower but I went into the practice tool and I got the exact same result, i took a tower shot, turned off tower fire and auto'd and i got the healing.
Can someone please explain this because I feel that if Life steal doesn't apply off Towers why does her passive heal her off them?
It worked that way before her rework and then they removed it when she got her rework, but they added it back in after they realized she was garbo. It's intended similar to other champions. Abilities working on turrets is pretty inconsistent across the champion pool, but that's only because Riot uses turret interactions as a balance lever for some champions.
Her heal is triggered by her attack, not by her damage dealt. Most abilities that cause an attack to heal work on towers.

can all heal in a similar way.
