You can still make them, there just won't be an in client interface. Sure, you'll have to actually find files and edit them manually, but if you "NEED" them, I'm sure it's worth the time.

Riot's reasoning: for the number of people who actually use item sets, the amount of time all of you spend going through making them manually < time it takes them to make an interface for it

Riots system for making item sets is simple and ingenious, I have used it for multiple champions ever since its release. I dont really want to download, use outside sights or edit game files to do something that they already have set up and really helps players!

I mean, I used to just write down items on sheets of paper to use during game because my item sets kept getting deleted after a while for some reason
