Best runes for a new account?
My friends av\ccount about to hit 20 and he wants to buy some runes that are just a general set that all classes/roles could use? All I know is hybrid pen marks, other than that....cdr? What?

Also keep in mind that all these Tier 3 runes are on a permanent discount and are far cheaper than all of the other runes. These will be fine for pretty much anyone until you can afford other runes.

Flat armor Seals, Flat Magic Resist or Scaling Magic resist Glyphs.
Marks should be flat AD and MPen while Quints are Flat AD and AP.
Thaaaaat's pretty much the best basics. Everything else is specific to champions like some might do better with ArP, others might need CDR Glyphs, etc.
