Is this yasuo bug intended?

Im sure you guys are familiar with typical Yasuo combo that you can see in all yasuo montage, 3rd q -> eq ult. but you can't do this combo without this yasuo bug. if you use sweeping blade , his e when yasuo q has about 0.5 sec or lower cd it resets yasuo q's cd completely. that's why you cant do 3rd q -> q ult but can do 3rd q -> eq ult. Is it intended? I would like to upload a video i tested but I dont know how to do it. with this bug, although your q has 1.33 cd minimum, you can eq eq eq every 0.8 sec.
