I know they broke 4 juggernauts, but since then everything has felt really balanced.

There are a lot of things wrong with this. One, it'll double the waiting time of draft on average assuming half of the individuals from draft go to the other game mode (or you can play the other game mode "drafter" and wait 20 minutes for a game if nobody plays it).
But the biggest issue is that riot probably wants us to find counters to some of the better champions without having to rely on banning them away all the time. Vayne is a top tier ADc, and I'm sure if there were 5 bans per team, she'd be banned a lot more. A lot of players don't know, but will learn that Vayne can be shut down by champions like annie REALLY hard, developing the meta and making sure that more supports are being played (instead of like the usual Braum/Alistar). The more champions that are played, the more money they make from rp sales.
So all and all, it makes little sense to ban out more champions. Sure there are a lot of banworthy champions, but I think we should learn new ways to face them! :)
