- Dealing ability damage to enemy champions applies a bleed, dealing 1 (+ 8.33% bonus AD) (+ 3.33% AP) magic damage every half-second for 「 3 seconds on single-target abilities 」, for a total of 「 6 (+ 50% bonus AD) (+ 20% AP) 」 damage.
This effect cannot proc more that once every X seconds
Easy. Now balance it along the simple lever of how often it comes back up. Every 3 seconds 4? 5?
