Champions that have % dmg/max HP. shouldn't be able to buy BorK

This item 3153 with Varus Vayne Gnar or any champion that already does damage % based on maximum HP of an opponent champion is not healthy.. these champions can scale up to 15% HP damage , this means: 1500 HP = 150 HP per auto ONLY ** with the passive ABILITY and BORK** if we consider the damage's total , would be more disastrous PLUS... varus builds item 3124 which makes effects multiply by 2 ... so 300 damage just by his W and BorK . (when we are still talking about 1500 HP) imagine when someone has 4.000 HP Pretty much this is why those ADCS are "suddenly" OP... too much damage that they dont need .

Bork is toxic item in general. Historically it was never balanced, it's either overpowered, or weak. Right now I think it 's on the weak side.

Vayne sometimes build it , but I don't think she even needs it, to do what she does. Pretty much the only champions that still build it, are varus, kogmaw and master yi.
