Is Veigar Getting Numbers Just Thrown Into His Kit

all the veigar updates i have seen since his gutting where nothing but number tweaking which isnt his problem imo. his problem is he has one damaging ability not counting ult being his Q. he cant duel anyone and if his ult doesnt one shot the enemy you are in trouble.

im fine with his e change and his q change but what i dont understand is why is his W still the way it is. nothing in his kit synergies together at all, its like a scribble scrabble drawing.

fix his W and i think he will be fine.
