New stormrazer?
Im thinking of ways and situations of where i would build it but i cant think of any?
with crit ADCs wouldnt they want to be rushing that IE and Zeal items ASAP into BT LW etc? why delay that build with storm?
i thought maybe since it increases effects of energized attacks it might increase the range of rapid firecannon but it doesnt just damage so that put me back to square one...
Then i thought maybe its for caster kind of ADCs such as lucian and MF but again Lethaility with its bonus CDR seems better?
