Context on these Quinn nerfs?

Please explain why Quinn is getting a ridiculous nerf on her E? It's cooldown is already ridiculously high as it is. Plus it's one of two of her only fighting abilities in lane. Riot nerfed her Q as a result of all the whining from players about not being able to dodge a skillshot, now her E is being placed on a 15 second cooldown. 15 seconds! That's absurd. Quinn's vault is not on the same scale as Yasuo's windwall or even Fiora's riposte, or apparently of a higher scale than Fizz's E.

It's not fair to nerf a champion that was literally played by 12 people because items and stats were changed that actually made her viable in the eyes of the public since her release.

If there's something that absolutely needs to be changed, it's her ultimate. Bring back Tag Team or change it completely. That seems to be the main cause of player frustration.

I have nearly 1M mastery points on her, and I don't want to have to drop her because of something so ridiculous.
