Help me

Ever since the new snowdown update my league framerate has been super inconsistent at times ill play at 100 and then it will spike down to 10, normally this happened every now and again but its about every ten seconds this happens i've tried hard resets of my pc and lower my quality, i even disable the snowdown map skin and nothing has works please help.
