Urf - Na -2016

I just have one question, when ever I logged onto league of legends this morning. I saw there wasn't an urf, so I started looking around and saw a Oceana site says "Urf is out!". So I wanted to ask, is there going to be an urf on the North American server this year?

All of the servers operate off of local times. We'll get urf 11 am-12 pm PST.
