He's an old champion with an outdated kit, not to mention it's a toxic one. His Point and Click Q basically makes him a ranged champion, you literally cannot CS without taking 200 damage (10m into the game) from a spear every 2s. If he gets you low enough you get point and click stunned for 1s and he crits you with E because he's been poking you for the past 5m with Q's. His R is fine. Not to mention, why the fuck are his feet so large on his model??

To be fair I want to point out that the minion aggro changes combined with the Doran's shield rework has made Pantheon's Q significantly less oppressive in lane.

There are alot of champions in dire need of that VGU. Personally, I hope that Dr. Mundo gets his turn as soon as possible.

There are people who have gotten to challenger with him and his weaknesses are pretty obvious... So, it's not a terrible kit. If they rework him, they will probably keep the same idea of this dominant early monster that falls off later if you fuck up.
Yeah he's a bit of a problematic champion, given the scope of his kit and how rather dated he is. He (and Morde) are the last champs with ridiculous feet.
Someone clearly forgot about the recent nerf on Pantheon's Q where he draws minion aggro upon hitting a champ. His kit is fine, each champion in league of legends is unique. Each champion has it's strengths and weaknesses. It's up to you as a player to master this weaknesses, and adjust your playstyle to what the game is throwing at you.
I'm a tryndamere main, playing one of the oldest champions in league, who has never gotten a rework, low winrate champion, low tier in comparison to other champions. But I managed to get high elo with learning more about matchups, itemization and how to play to my strengths and weaknesses.
He used to be pretty hard to deal with in some matchups. Since the new rune system, I haven't had a problem the few times I've seen him. Second Wind + Doran's Shield + potentially grasp + any sustain on the character makes him irrelevant. The minion changes were icing on his coffin.

He's the artisan of war but in lane he functions akin to Teemo lmao.
I mean, I fully agree. But his point and click spear shouldnt be changed. Its the main thing I attach to him, its a good way to keep his bully playstyle and making him have a skill shot spear shot would be awful and unoriginal considering Nidalee and Kalista already both have one of those. Not to say they cant make him less BS, GP has basically the same spell yet his kit around it makes him feel pretty fair. Dont kid yourself into thinking Pantheon wont still be annoying though.
Yeah, Pantheon's kit is quite outdated but he is so iconic at what he does, that I don't think you can change. He's a noob friendly champion that's extremely strong early and falls off hard later.
The change to single-targeted skills drawing minion aggro severely nerfed his early lane pressure; he's a lane bully, don't mess with him early.

Thematically he also doesn't make sense. What kind of Spartan fucking loses to almost melee champ in late game. He should be like a crazy duelist in the late game, or at least a master tactician at war.
