Is armor pen losing value?
It dosen't help csing or tower destroying anymore ,% armor pen on LP Is now bonus and BC got nerfed overall.
I mean It used to help with bork %,but that got nerfed too.

It is actually gaining value given how hard it is to obtain it. It is still the best stat for killing people with low armor.
Armor Penetration never helped with towers. %pen was always terrible for csing (flat was moderately helpful, but far from spectacular) except in the very late game (when your concern is more about killing the wave than getting the kill gold from it).
Yeah last whisper is no longer mandatory in ad builds. You should only get it if they have built a lot of armor items. (though giant slayer is really good). Ghostblade is really strong early/mid game though.
I thought minions (other than super minions) didn't have armor so it didn't help with cs'ing to being with? The changes to last whisper (and the other things it builds into) is definitely a nerf but there are also many other items that have armor pen now. I don't think it's losing value, it just has it's value spread out more among items
Armor pen and magic pen aren't meant to be useful in lane. They work better in teamfights and roaming.
It is still a good stat for those who are more spell oriented than aa. This would include alot of fighter class (ie Rengar, J4, Garen, and the such.) As far as losing value I personally haven't felt that vibe yet. But if I do I'll let you know.
I could feel a difference back in the day when i played cait/quinn but now not so much, i just run attackspeed or ad over armor pen.
