Literally why would you ever bring Phase Rush over Fleet Footwork

I've brought Phase Rush once, and that was on Ryze. And even then, Fleet Footwork may have been better. It provides practically the same movement speed, and it's a lot easier to proc. Any champ that might want to bring it can just bring Fleet Footwork instead and have it work the same but with better sustain.
