When is the Tribunal returning?

It's been a reallllly long time and we've been teased quite a bit about "soon" several times. I have 2 friends that still haven't made it to 30 who I only convinced to stay in the game because they'd be able to go to the tribunal and get revenge on the toxic scum in their games once they got lvl 30.

Since so many team low+high lvl and then blame the low lvls on their team when stuff goes wrong against gold-challenger lvl 30s they need their revenge. Also I kinda want it, it's the only thing I'm more excited about than the champion mastery levels.

IDK what SJW is but the only things wrong with the tribunal involved data and delays. Now with new stat pages I'd imagine it's much improved and a great way for players to police themselves and realize that the negative players are being impacted for doing so.
