Exactly what the title says, it's nearly impossible to actually reach 40% cdr on a mage.

Rito wants you to buy CDR runes and/or Boots of Lucidity instead of AP/Sorc shoes so you have to actually choose between increasing your damage or your utility early-mid game.

Before preseason, no other class came close to capping CDR as easily as mages without runes. Now CDR itemization for mages is more in line with everyone else.

If you think capping CDR without runes is tough for mages, try doing it with tanks/bruisers in an even game. They're just as dependent on CDR as mages (if not more since they're melee) but they also have to counter-build.

The reason for not giving mages something like item 3508 is because they have more utility than ADCs, as in, mages don't generally build just for damage. They all have things like snares, stuns, charms, etc. Those things get super annoying if you can spam them and have a ton of damage in the late game. The idea was that you have to decide whether you want to get cooldown or damage.

That said, it's really not that hard to do anyway. I don't know what you're doing wrong. item 3152 item 3165 item 3115 item 3174 item 3100

Mages are currently dominating midlane and if they really wanted to they could get 40% CDR with only 2 items. item 3165 or item 3174 both 20% CDR + item 3152 item 3100 item 3060 item 3115 item 3158 It's nearly impossible not to get 40% CDR as a mage. 7 items to get CDR with a total of 100% CDR.

Now lets compare it to AD casters: item 3142 item 3071 item 3078 (not really good for most AD casters..) item 3508 (LOL) item 3812 item 3158 6 items to get CDR with a total of 70% CDR.

Remember that CDR is only as useful as the frequency of your spell-casts. If you're not casting abilities AS SOON as they come off cooldown, you aren't making the most out of the CDR you've purchased. When you factor this in, maxing out CDR isn't really as desirable as it's made out to be.

Also consider that if you're putting your gold towards CDR over damage (Lucidity over Sorc's), that means that you have to cast more abilities to kill enemy champs than you would if you just had damage instead, and more spell casts = more mana consumption. Something to think about.

If you really want to max out CDR you have to: take 10% CDR in runes (9x flat blues + 1 flat quint/6 scaling blues), get Morello, Athene, Nashor or Iceborn and either blue buff, Lich Bane, or WotA. Take your pick.

Meh lets just start taking adc mid. I mean you can get 40% cdr and mana on hit. Probobly spam more spells than an apc now.

AP junglers have an easier time getting to CDR cap, since the jungle item gives 10%. I've had mah fair share of fun getting 45% CDR on Karma Karma at around level 12 with 15% scaling runes, 5% masteries, 10% jungle item item 1402 , and 20% from morellonomicon item 3165.

You can still hit 40 cdr with just a item 3174 /item 3165 with cdr per level blues if you take the intelligence mastery. Yes it increases your cap to 45% but it still gives you a flat 5% cdr. Unless ferocity works better for the mage you're using forget what i said.

Mages deserve another 10% CDR item to choose from, but they're fine otherwise, imo.

With the new masteries you can now achieve a 45% CDR. It's nice to have an Ult cool down of 27.5 seconds on a champ like Lux.
