Why Does Karthus Have No Cooldown On His Q Early Game?

His Q is his only way to farm since he has by far the worst/slowest AA animation in the game with very short auto attack range for a ranged champion. You can either just stay out of his Q range or stand next to your minions so that his Q doesn't do double damage.

Also having a low CD on his Q is his only way to make his passive some what decent. If his Q had a higher CD then he'll get like 1-2 Qs off in his passive and his passive would basically be one of the worst ones in the game.
