@riot, Riven changes.

Hey guys, I just want to point out some concerns about these changes.

Riven has been struggling some in the past but her late game is the wrong place to buff. She has been struggling because of her inability to take 10% cdr in runes anymore.

Can you guys consider scrapping these changes and giving her a mild cooldown reduction at early levels on par with the 10% cdr that she used to take. And adjusting her fast q speed back to what it was before you normalized it? IMHO that would be a far more healthy buff and would allow her to actually facilitate advantageous trades like she used to be able too.

Her problem at the moment is that the toplane roster all has shorter cooldowns then she does while also out trading her in most cases.
