Because youre limited to 3 wards+one vision ward.
Wards are useless when allies don't use the information properly. It can also give them a false sense of security.
I've noticed that friendly champions prefer the warded side of the map. By selectively warding certain parts of the map you can try to coerce them into grouping near high priority targets, like towers and dragons.
