New jungle item will make Ivern better?

Ivern is by far not the best jungler in the world. Yet, an Ivern main is still #26 in the NA challenger ladder ("DOINKMACHINE96"), and he was rank 1 a little while ago.

With the new jungle item being on the PBE, giving you a free vision ward every time you take an enemy jungle camp, don't you think Ivern is gonna be a lot better? Seeing as the only thing Ivern has to do to take enemy jungle camps, is to Q over a wall and steal it in 2 seconds. Riot obviously want to put more emphasis on vision for the jungler, and this will clearly help with that a ton.

What do you guys think? Will the new changes bring Ivern back?
