Self explanatory. If you don't have mastery 1, you don't know the champion. If you don't know the champion, you're going to ruin someone else's ranked game. Start at mastery 1, and increase as needed.

So what happens if say the only 2 champs i play got banned, am i forced to dodge now?....or lets say i got autofilled support and my only support got banned...am i supposed to take zed support or Warwick support and then proceed to get reported AND banned for "trolling"?
Trading is a thing, and therefore it is impossible to put any limitations on what champions you can pick since you're going to need to pick champions for teammates at times
My personal rule is that i never play champion in ranked unless i have atleist mastery lvl4 on it, but that would be too steep for some players.
But i think lvl1 would be reasonable, and that would make a better win rates for those players overall two, since you dont just go in ranked and than realize u dont even like this champion. Also would have less those who just grab new champion that just came out just cause noone didnt ban it (since they r usually op).
