Easy Quinn Fix
Hi RIOT, I would like to point out a couple very simple but very "non-flowing" Quinn issues which if you adjusted I am pretty sure would make her a-lot more appealing to play.

(Passive) Harrier - This ability has no "flow" to it. There is no "Tag-Team" about it at all, you need to wait untill the bird has completely marked a target to start the attack animation, its like there's a " if ( attack_animation_being_played && harrier_has_marked_target ) or something. It should be fluid, it should check to see if the target is marked when the bullet hits the target, NOT before auto attack animation starts. Currently it makes a very non-fluid feeling to gameplay and this one FIX would give Quinn a huge buff in being viable because you'd be able to start your attack seeing him come down and not have to completely wait untill after its marked target to attack.

Let Quinn fire her Q while vaulting towards a target. Its hard to hit your target with this ability regardless because of minions, giving her this utility would help seperate Noob Quinn's from the more experienced players.
