@Riot Repertoir, Scruffy & Meddler: State of Syndra

Hello,

I love playing Syndra and she is very strong in soloq once having a good understanding of her, however I miss the times where she was picked in competitive every now and then. Zed reminded me a lot of her, strong in soloq eve with the nerfs on his ult but hardly ever picked in competitive, ever thought of putting Syndra into a similar state(a small tweak so the pro's once again notice her?)Like the Ahri q mana cost decrease in season 4, zeds 0.5s decrease, lb's w increase to 1450. I was thinking of adding a bit to her W utility (possibly when being maxed so transcendens kicks) with a bigger slow.
