Changes to Surrender Votes

I'm certain we have all had that game where it's a definite loss, 0% chance of a Comeback, so the team goes in and start a Surrender vote and 1 of 2 things happen

1: 3 yes, and for some reason the other 2 vote no, maybe they're trolling, maybe they're members of the "Never Surrender" group

This, nothing we really can do about it to change that without a lot of complex coding and what not and there are many more important things to get to. Plus there are those rare occasions when somehow you pull out of the whole Everything is lost despite only having 1 tower left on the Map.

HOWEVER, option 2 is what is sparking this thought

2: 3 people vote yes and 1 person votes no, and then someone abstains (refrains from voting for those who don't know the meaning)

Here is what I find to be annoying... I have had a handful of games in the past where a Bot has been Present or the situation is down right awful and there isn't a chance (or a 0.0XX%) to comeback from it and the scenario in number 2, Occurs from it.

I believe, that it should only be those that Vote who decide the outcome of a surrender vote, since they are the only ones actively participating.

Just like in any normal poll or vote, those who refrain from voting should not be factored in.

Say it was only 3 people that voted, those 3's choices should be the only factors that decide whether a Surrender takes place.

Is this a good idea?

YES! To use a classroom-like comparision (I posted this a while back), this is basically what Riot's voting system does

Let's say that Troy, Christina, Jayden, David and Isabella are voting for a book to read. The teacher says "So, class, do you want to read "Starting a Riot: Why The Playerbase Doesn't Like Dynamic Queue", or "Why do That?: The Aftershocks of Removing Teambuilder"? Raise your hand if you want to read "Starting a Riot"!

Troy, Christina and Isabella their hands.:

"Who wants to read "Why do That?"?

Nobody raises their hands. Christina doesn't care and David isn't paying attention

"Okay, the vote says that you all want to read "Why do That?"!

This is what's happening with Riot's current voting system. That. Sense. It makes little.
