E doesn't need to be juked. You just deny Veigar farm and he becomes an underwhelming support champ for the rest of the game. THATS THE COUNTERPLAY. Not every counter has to be a backflip from a skillshot.

I agree that .75 seconds is a bit excessive for a delay on his CC, which he needs to want to land W ever. However, at he moment the only counter play to it is to careful look at veigar and jump away if you see the cast animation for his E or hope he misses, otherwise enjoy your long ass stun and all the damage. And no, rushing a QSS is not counterplay to it, as that causes you to be unable to bully as effectively him during his laning phase.
